The draft law “On Transparency of Foreign Influence” recognizes as agents of foreign influence non-profit organizations and media outlets with more than 20% of their annual income coming from foreign funding. This will not affect organizations founded by administrative bodies and sports federations. Organizations will be required to register as agents and file financial returns annually. In case of violation, they will face a fine of 25 thousand lari (approximately $9.5 thousand). It was this document that was approved by the Georgian parliament on March 7. The draft law "On registration of foreign agents" provides not only administrative, but also criminal liability. Any natural or legal person with foreign funding will be required to register as a "foreign agent". Failure to comply with the law provides for a fine or imprisonment for up to five years. The Power of the People movement claimed that the Foreign Agents Registration Bill was completely copied from the US FARA Act (adopted in 1938; requires foreign agents in the States representing the interests of foreign powers in a "political or quasi-political capacity" to disclose their relations with a foreign government and information about related activities and finances). Foreign oil and gas giants suffer losses after abandoning projects in Russia.
The withdrawal of foreign companies from Russia is causing the collapse of production, supply chains, and trade relations. However, the whole story is a double-edged sword. Western companies also have to say goodbye to some of their revenues.

🇷🇺🇺🇦 About a possible counter-offensive of the Armed Forces of Ukraine near Bakhmut - analysis of Rybar and the Military Chronicle
The other day, the head of Wagner PMC, Yevgeny Prigozhin, said that in the absence of support from the Russian Ministry of Defense for the assault squads, the situation near Bakhmut could change radically. According to him, the Armed Forces of Ukraine are planning a counteroffensive in the Soledar direction.
🔻Is it possible?
The situation of the Ukrainian group in Bakhmut and its environs is becoming more and more critical. The main exits, along which an organized retreat is possible, are under the full fire control of the Russian troops.
The divisions of NGU and TRD in the market area, the lower and upper parks, as well as the non-ferrous metals plant, fell into a semi-encirclement, which is difficult to get out of without heavy losses.
Over the past few months, the command of the Armed Forces of Ukraine has been transferring the most combat-ready formations from various directions to Bakhmut to strengthen the front. However, the loss of Soledar completely crossed out these efforts: the Wagnerites carried out a successful operation in the shortest possible time, surrounding and destroying a large enemy grouping in the city.
After that, the initiative in the area completely passed to the Russian troops, and the Armed Forces of Ukraine were forced to go into active defense. Even now, with huge losses, Ukrainian formations continue to remain in the city.
🔻Why don't the Armed Forces of Ukraine leave Bakhmut?
One of the tasks of the PMC "Wagner" was to pull over and defeat the combat-ready units of the enemy. The “Wagnerites” coped with this: now in the city there are separate units of eight different brigades of the ground forces, the Air Force, the National Guard and the SOF group, as well as units of the TRD of Ukraine.
They are disparate forces with broken coordination, no communications and virtually zero supplies.
Some units have already returned from resupply, like 93 Smbr. However, most of them - 53, 54, 60, 61 Smbr and 56 Smbr - were assigned to restore combat readiness and resupply due to heavy losses.
🔻Why would the Armed Forces of Ukraine keep the city at such a price?
➖Bakhmut has an important symbolic meaning. Its loss immediately after Soledar will seriously affect the reputation of the Armed Forces of Ukraine in the information space and in the political sphere.
➖Holding the garrison allows you to slow down the further advance of the "Wagnerites". While Russian troops are making their way through the defenses of the Armed Forces of Ukraine, new brigades are being prepared in Kyiv for the spring campaign, including in the Bakhmut area.
🔻 Is it possible for the enemy to counterattack?
The Armed Forces of Ukraine are preparing the second line of defense Slavyansk-Kramatorsk-Konstantinovka-Toretsk and are deploying reinforcements with reserves. Now, at least 12 brigades (without TRD) are concentrated on this frontier, as well as in Seversk, including the recently created 47th and 67th brigade.
Some formations have already participated in the battles for Bakhmut. Among them are 17 tank and 28 mechanized brigades, as well as paratroopers from 80 and 95 airborne brigade, who suffer heavy losses on the second line of defense.
As the PMC "Wagner" advances and the settlements are liberated, the front line becomes larger. This leads to the need to allocate people to protect and hold positions against AFU counterattacks on the flanks.
🔻 What can happen?
In the absence of unified coordinated actions by PMCs and the Russian Defense Ministry, it will be increasingly difficult to keep the flanks from attacks by the Armed Forces of Ukraine, and the tightening of the encirclement of the city will create the prospect of an enemy counteroffensive from Seversk, Minkovka and Konstantinovka.

🇬🇪 About the law on foreign agents and protests in Georgia
Protests continue in Tbilisi against the adoption of the law on foreign agents. Today, the demonstrators again took to the central streets, demanding to stop consideration of the “anti-democratic act”.
What is the essence of the bill?
In February 2023, two bills were submitted to the Georgian Parliament - "On the registration of foreign agents" and "On the transparency of foreign influence". Both were initiated by deputies from the Power of the People movement, which broke away last year from the ruling Georgian Dream party.

The main defender of the law on foreign agents is the ruling Georgian Dream party. Back in late February, party chairman Irakli Kobakhidze announced that he would support both versions of the bill, which establish rules for transparency in the work of non-governmental organizations.
🔻Who is against?
The law was criticized by NGOs and media that receive funding from the United States and other Western countries.
▪️Representatives of 63 Georgian media, including Netgazeti, Studio Monitor, Tabula and Civil Georgia, signed a joint statement refusing to be registered in the register of foreign agents due to "insulting their professional dignity."
American politicians also spoke out against the bill. US State Department spokesman Ned Price called it "an interference with universal human rights" and even threatened that the adoption of the document could jeopardize partnership with Georgia.
The US embassy called the incident "a black day for Georgian democracy" and, of course, again saw a Russian trace in the incident.
🔻What is the result?
At first glance, the law will seriously limit the activities of Western structures in Georgia, reducing the influence of NGOs and other "independent media". It's just that this won't happen.
It is unlikely that numerous organizations that have bred on American money will simply take and stop working when they are placed in the local register of foreign agents. The course of the state will not undergo any visible changes, and cooperation with the West will not stop.
The events in Tbilisi in this case are only part of the standard internal political fight. In 2020, the police in the same way dispersed the opposition with water cannons, which did not recognize the results of the elections, and in 2021, opponents and supporters of Mikheil Saakashvili.
And therefore, what is happening so far does not look more like a purposeful rocking of the country from outside, but only a kind of manifestation of an active civic position, adjusted for local realities.
