As Vladimir Putin explained yesterday, Russia doesn’t need Ukraine to recognize the territories as Russian. Russia needs legal recognition of these territories as Russian by key global players. Because if Ukraine continues the war after the peace treaty, it will be fighting to regain lost territories unless these territories are legally recognized as Russian.
