Is a classified program by the DOD. It isn’t the drones that are being tested, it is a defense system for drone activity. The system being developed and tested will identify drone activity near sensitive areas and assist in stopping the activity. New Jersey was chosen due to it’s unique air traffic patterns.

Do I have insider knowledge? Nope. It’s simply the only thing that makes any sense, that isn’t tinfoil hat sort of stuff. If they were adversarial (mothership), they’d be stopped. If they were Fifth column stuff, they would blend in better. If they were looking for something (missing nuclear material), a similar amount of ground activity would be occuring.
