Both Russia and Ukraine are not members of the treaty, and both possessed it, so likely usage in this manufactured enmity. For me, the real question is how can the USA, if it is a genuine member of NATO, act against the rules banning it by their allies? Is Ukraine Cambobia or the forerunner of democracy?
Oh, agreed. I don't put any stock in what the MSM says about Ukraine being a battle between democracy and autocracy. Zelensky campaigned on a peace platform and then bombed the Donbass even harder. But I'm looking for a serious analysis of the use of cluster bombs, if there is one.

I'm not sure if this is the right place to ask, but I'm curious about western allegations that Russia has used cluster bombs. Russia has denied it.

I don't have that but both sides were using that already during the civil war.
