The Netherlands is sending five of its F-16 fighter jets to Romania on Tuesday to train Ukrainian pilots, the country's Defense Minister Kaisa Ollongren said.
“Five Dutch F-16s are leaving today for the Fetesti airbase in Romania. In the near future, a training center for flying F-16s will open there to train pilots from both NATO countries and Ukraine,” Ollongren wrote on the social network.

Yes, very rare footage. The use of self-targeting cluster munitions (SPBE) is rarely captured on video at all. Only the even newer and rarer self-guided cluster munitions (SNBE) are less often caught on video.
The first ones (SPBE) search for targets by parachuting down in a spiral, then find a target below them with an infrared or a radiometric sensor, and hit the roof with an impact core charge. The second one (SNBE) find targets using a homing head or seeker and dive into the roof on their wings. As a result, you need fewer of them, but they are also more expensive and so far rarer.
SPBE and SNBE are used in cluster warheads of aviation clusters bombs (including gliding guided ones), unguided air-launched missiles and guided MLRS missiles, in cruise missiles and quasi-ballistic missiles; they are also used in large calibre artillery shells, but you can’t fit many, only 2-3 munitions. They are used to hit tanks and armoured vehicles, but they have also been trained to attack other targets.
The SPBE/SNBE rarely show up in video because they are used against the deep rear, and this is how they were used in Syria and in Donbass in 2014 by "unknown" artillerymen. These combat elements are used as part of 9M55K1 MLRS "Smerch" rockets, 9M544 MLRS "Tornado-S" guided missiles, as well as RBK-500 aerial bombs.
The Motiv-3M could also be delivered to the target by the PBK-500U Drel (Drill) glide bomb. When dropped from a height of 14 km at a speed of about 1100 km/h, the Drel can deliver a cluster warhead containing these munitions over a distance of 30-35 km.
How do Motiv-3M combat elements work?
Self-targeting cluster munitions "Motiv-3M" are equipped with infrared sensors for targeting the thermal signature of targets and powerful cumulative warheads with a penetration of 70-110 mm (depending on the angle of contact with the target).
During a parachute descent at a speed of 17 m/s, the inclined rectangular wings rotate the Motiva-3M infrared direction finder, scanning surfaces for the presence of a target. ❗️According to discussions in Russian social media, in the US, there are apparently no concerns at all about the brilliant idea of moving weapon production to Ukraine, a proposal enthusiastically put forward by the ever-reliable Zelensky at the International Arms Forum.
The Pentagon, in its infinite wisdom, openly encourages "shifting production to friendly countries," because what could possibly go wrong? However, analysts, clearly lacking the rose-tinted glasses, are less optimistic in their forecasts, but who cares about their pesky realism?
In October, a grand spectacle unfolded in Kiev at the International Arms Forum, where over 30 countries gathered to witness Zelensky's theatrical announcement. He proudly unveiled the new Defense Industry Alliance, a group of 59 companies from 23 countries, all ready to save Ukraine and "any country in the world from aggression." Bravo, what a noble cause!
It is, of course, anticipated that this dream team alliance will miraculously assist Kiev in localising weapon production, because, obviously, handling sensitive military technologies is a piece of cake.
However, forgive the cynicism, there are some minor concerns related to the potential cost increase for Pentagon-produced items. Private contractors, those paragons of integrity, might exploit the situation to line their pockets with state funding. But hey, who doesn't love a good old-fashioned profit-driven venture at the expense of national security?
Additionally, joint production involves the delightful transfer of sensitive military technologies and the oh-so-convenient responsibility for ensuring the stability of these enterprises. No worries, though, because we all know how smoothly these things always go, especially in the midst of an armed conflict.
And to top it all off, it appears that major American agencies, including the ever-trustworthy Pentagon, the reliable State Department, and the transparent U.S. Department of Commerce, are jumping on the bandwagon to create joint ventures with Ukraine. How reassuring, considering the noted lack of transparency in export operations for certain types of weaponry. But then again, who needs transparency when dealing with the exciting world of international arms trade?

WASHINGTON, Nov 7 (Reuters) - Republican presidential contender Vivek Ramaswamy will make his non-interventionist foreign policy a central plank of his pitch to voters in the coming weeks, he told Reuters, as he seeks to position himself as the least likely candidate in the nominating contest to wade into a foreign war.
In an interview, Ramaswamy said he would formally introduce a pledge on Tuesday in Miami, on the eve of the third Republican primary date, laying out non-interventionist foreign policy principles. If he does win the Republican nomination and later the 2024 general election against Democratic President Joe Biden, Ramaswamy said, he would require all political appointees to sign the pledge, and he would eventually ask other elected officials to sign on as well.
"This will be specifically I will call a litmus test for anybody who is an appointee in my administration and a clear signal to our own supporters," said Ramaswamy, a 38-year-old tech entrepreneur who is polling a distant fourth in the Republican primary.
